The move comes as local authorities proactively address burgeoning environmental concerns, taking cues from the escalating pollution crises previously witnessed and battled in other major urban centres across Odisha. This decisive action aims to safeguard public health and preserve the region’s ecological balance, preventing Baripada from succumbing to the severe environmental degradation that has plagued its sister cities.
The newly enacted regulations, effective immediately, encompass a wide array of environmental aspects, targeting key sources of pollution within the municipal limits and surrounding industrial zones. Industrial units, particularly brick kilns, stone crushers, and small-scale manufacturing facilities, are now under strict mandate to install and regularly monitor emission control systems. The Odisha State Pollution Control Board (OSPCB) has announced intensified inspection drives, with hefty fines and potential closure orders awaiting non-compliant industries. Furthermore, the use of specified cleaner fuels and adherence to emission standards will be rigorously enforced, moving beyond mere advisory notes to punitive action.
Vehicular pollution, a significant contributor to air quality degradation in urban areas, is also squarely in the crosshairs. The Transport Department, in conjunction with local police, will be conducting frequent checks for Pollution Under Control (PUC) certificates. Older, high-emission commercial vehicles are being phased out, and public transport operators are encouraged to transition to greener alternatives. Special emphasis is being placed on curbing the rampant practice of open burning of waste, a common sight that releases toxic fumes into the atmosphere.
Waste management has received a major overhaul. The Baripada Municipal Corporation has implemented a strict ban on single-use plastics, urging residents and businesses to adopt sustainable alternatives. A robust system for waste segregation at source is being promoted, with dedicated collection schedules for wet and dry waste. Penalties for littering and illegal dumping have been significantly increased, and plans are underway to establish modern waste processing facilities to minimize landfill burden and promote recycling. Construction sites, notorious for dust pollution, are now mandated to implement dust suppression techniques, including regular water sprinkling and covering material stockpiles, with site supervisors held accountable for adherence.
Speaking on the initiative, District Collector, Mr. Alok Mohanty, stated, “We have closely observed the environmental challenges faced by cities like Bhubaneswar, Cuttack, Rourkela, and Angul. Their experiences have taught us that a reactive approach often proves more costly and less effective in the long run. Baripada is committed to a proactive stance, ensuring that our growth is sustainable and does not compromise the health and well-being of our citizens.” He further added that public participation and cooperation would be crucial for the success of these measures.
Environmental activists have largely welcomed the move, though they emphasize the need for sustained enforcement. “The policy framework is excellent, but its true impact will depend on consistent political will and rigorous implementation,” noted Dr. Priyadarshi Dash, a local environmental researcher. “We need dedicated task forces, transparent monitoring, and robust public grievance redressal mechanisms to ensure these measures aren’t just cosmetic.”
The administration has also outlined plans for extensive public awareness campaigns, utilizing local media, community meetings, and educational institutions to inform residents about the new regulations and the importance of environmental protection. The multi-pronged approach, integrating industrial oversight, vehicular emission control, waste management reform, and community engagement, reflects a comprehensive strategy.
