Balasore Imposes Stringent Measures to Combat Soaring Air Pollution

Balasore, 5/1 : In a decisive move to tackle the escalating air pollution crisis, the Balasore district administration has enforced a series of strict control measures across Balasore Municipality and other urban local bodies (ULBs) in the district. The urgent order, issued on January 5, 2026, by Collector & District Magistrate Suryawanshi Mayur Vikas, invokes powers under Section 163(2) of the Bharatiya Nagarik Suraksha Sanhita (BNSS) to safeguard public health amidst rapidly deteriorating air quality. These restrictions are set to remain in effect for seven days, with a provision for extension if the situation demands.

The measures come as Balasore’s Air Quality Index (AQI) has frequently hovered in the ‘very poor’ category, with the Central Pollution Control Board (CPCB) recording an AQI of 297 on Sunday, indicating significant health risks. Recent data highlighted consistently high pollution levels, with PM2.5 identified as the predominant pollutant. Earlier reports from late December 2025 had even placed Balasore at the top of the national pollution chart with an AQI of 338.

Key directives outlined in the order include a ban on all construction activities, demolition, and earthwork within municipal limits between 6 p.m. and 10 a.m.. This aims to minimize dust emissions during peak pollution hours. Furthermore, heavy trucks are now barred from entering Balasore town and other ULB areas. Vehicles transporting minerals or coal are mandated to adhere to special conditions and must be covered with tarpaulin on major roads to prevent dust dispersion.

To actively combat road dust, municipalities, ULBs, and the National Highways Authority of India (NHAI) have been instructed to sprinkle water on all roads at least three times daily. A complete prohibition on the open burning of waste, coal, or any other material has also been enforced. Brick kilns require prior permission to operate, and all construction sites must ensure adequate water sprinkling.

Daily monitoring of compliance will be carried out by the Sub-Divisional Magistrates of Balasore and Nilgiri, who are tasked with submitting regular reports to the Collector’s office. Enforcement responsibilities lie with the police, municipal authorities, and the Regional Transport Office (RTO), who have been directed to ensure strict adherence to these directives. These comprehensive measures underscore the administration’s commitment to mitigating the adverse health impacts of air pollution on the citizens of Balasore.
