New Delhi, 8/1 : The wait for the decennial population count is officially over. The Centre has formally issued the notification for the first phase of the Census of India 2027, setting the wheels in motion for the country’s largest administrative and statistical exercise. In a historic shift, the 16th Census will be the first to be conducted entirely digitally and will include the enumeration of caste data for the first time since 1931.
According to the notification issued by the Registrar General and Census Commissioner of India, the first phase—comprising Houselisting and the Housing Census—will be conducted between April 1, 2026, and September 30, 2026. While the window spans six months, the actual field operations in each State and Union Territory will be restricted to a specific 30-day period, to be notified individually by the respective state governments.
**Digital Leap and Self-Enumeration**
Marking a paradigm shift from the traditional pen-and-paper model, Census 2027 will utilize mobile applications for data collection. The notification highlights a novel “self-enumeration” facility, empowering citizens to fill in their details online. This window will be open for 15 days prior to the commencement of the house-to-house listing operations.
“The move to a fully digital interface via the Census Management & Monitoring System (CMMS) ensures real-time tracking and higher data accuracy,” a senior Home Ministry official stated. Approximately 30 lakh field functionaries, including enumerators and supervisors, will be deployed, armed with smartphones and tablets to capture data.
**Timeline and Caste Enumeration**
The exercise is split into two distinct phases. Following the Houselisting phase in 2026, the second phase—Population Enumeration—is scheduled for February 2027. The reference date for the census has been fixed as 00:00 hours on March 1, 2027. However, for snow-bound regions in Ladakh, Jammu & Kashmir, Himachal Pradesh, and Uttarakhand, the population enumeration will be advanced to September 2026 to avoid logistical challenges posed by winter.
Crucially, this census will capture caste identity during the population enumeration phase, a decision approved by the Cabinet Committee on Political Affairs last year. This data is expected to play a pivotal role in future policy formulation and welfare schemes.
**Background and Budget**
The Census, originally due in 2021, was deferred due to the COVID-19 pandemic. The Union Cabinet, chaired by Prime Minister Narendra Modi, had approved the scheme for Census 2027 on December 12, 2025, with a financial outlay of ₹11,718.24 crore. The government has promised “Census-as-a-Service” (CaaS) to deliver clean, machine-readable data to ministries for evidence-based governance.
